Rekindling Trust Between Cops and Citizens in America: The Mission of Task Force 70 Foundation

By: John Chapman

In the quiet corners of rural America, where one deputy might patrol fifty miles of dirt road, or a single police officer is on duty protecting a town of a few thousand Americans, trust between cops and citizens is fraying. Not from malice, but from gaps no one talks about: outdated gear, bare-bones training, bureaucratically captured political leaders, and threats creeping in from cities that never used to reach this far. Seventy percent of our officers serve these places, yet they’re underequipped; they’re just following bureaucratic checklists because no one ever taught them the real reason they’re there: to protect your rights and the tranquility of your community, not the government’s interests. When constitutional focus gets lost, communities get forgotten. The result? Missteps, mistrust, and lives on the line.

Recognizing the critical, yet largely missing, skill of breaching in emergency rescue operations, one of Task Force 70’s “Big 5 Patrol Skills” is, with dedicated support from our Industry Partners, taught in every type of course at the patrol level breaching.

Enter Task Force 70 Foundation.

The Task Force 70 Foundation is a 501(c)(3) nonprofit dedicated to bridging that gap; equipping officers with the constitutional knowledge and practical skills they need to protect and serve effectively.

Founded with a clear vision, Task Force 70's mission is to train, support, and mentor small-town and rural law enforcement officers. Recognizing that basic police academy training often falls short for the unique challenges of underserved areas, the foundation provides free, specialized programs focused on constitutional tactics and emergency response with little or no backup. Task Force 70 teaches modern policing strategies designed for the communities these officers serve, not a set of “one size fits all” federally driven programs.

Their goal? To ensure every American in a small town or rural community has access to the best-trained, constitutionally educated police services possible. As one rural county deputy sheriff and beneficiary, Aaron, shared: "The knowledge and skills they provided me as an individual LEO have had an immediate and meaningful, positive impact on my rural community.”

Made possible by your support, Task Force 70 not only teaches virtually and at our campus, but also through our Mobile Training Team Program, giving small-town and rural officers the opportunity to get highly important training in the communities they serve.

These resources aren't just theoretical, they're actionable. Task Force 70 fills the void left by underfunded local governments, delivering advanced skills that build confidence, improve judgment, and foster stronger community ties. In episodes exploring law enforcement interactions with the public, the foundation explores how better training reduces misunderstandings and enhances trust. As violent threats evolve, from domestic disturbances to potential large-scale emergencies, these officers must be prepared to act decisively while upholding constitutional principles. Task Force 70 ensures they return to their communities not just skilled, but empowered, to mentor the next generation of protectors.

Deep knowledge and understanding of the US Constitution are fundamental to the knowledge and adherence required of officers serving their towns and rural areas. Task Force 70 is partnered with Hillsdale College to ensure we expand and deepen every American law enforcement officer’s understanding of the Constitution and how it applies to every call for service, emergency, or traffic stop in which they participate.

For gun owners, the stakes couldn’t be clearer. In rural America, where Second Amendment rights are a cornerstone of daily life, whether for self-defense, community defense, hunting, or sport, local law enforcement plays a pivotal role in safeguarding those freedoms. Too often, however, officers in small towns lack the depth of constitutional education needed to navigate complex scenarios involving firearms and citizens' rights.

Task Force 70 steps in with targeted training that reinforces the true purpose of policing: to protect individual liberties, including the right to keep and bear arms, rather than erode them through misunderstanding or overreach. By equipping these rural guardians with a clear understanding of the Second Amendment's context, rooted in the Founders' vision of an armed citizenry as a check against tyranny, we empower them to de-escalate encounters, respect lawful gun ownership, and build alliances with the communities they serve. This not only reduces the risk of rights violations but strengthens the bond between officers and responsible gun owners, ensuring that law enforcement acts as a shield for liberty, not a threat to it.

In reality, most small-town and rural officers receive very little firearms training regarding the application of force under the Founders’ concept of governmental force within the Constitution’s framework, making Marksmanship a key priority within the Task Force 70 “Big 5”.

The result? Safer interactions where gun owners can exercise their rights confidently, knowing their local police are trained allies in upholding the Constitution. This paradigm shift is crucial in an era of increasing scrutiny on firearms, helping prevent unnecessary conflicts and fostering mutual respect that benefits everyone, from the deputy on patrol to the family protecting their homestead.

The impact is profound: better-trained officers mean safer streets, quicker responses, and communities that thrive in tranquility. But this vital work relies on support from people like you.
